At another Must Read Media conference I was discussing the most common mistakes made by contracting authorities and contractors during tender proceedings.
The first IT and Administration Professionals Conference in Lower Silesia, organized by Technopark Pomerania. We discussed the indexation of contractors’ remuneration, potential changes to the public contract and whether it is allowed to offer a price of PLN 0.
The most popular conference held by Technopark Pomerania, with a nationwide reach. An extremely interesting and inspiring event. As a speaker, I had the opportunity to talk about the latest judgments of the National Appeals Chamber and their implications for the public procurement system.
This event has a special meaning to me as Lublin is my hometown. I discussed my recent experience in public procurement procedures concerning IT implementations, and the performance of public contracts.
My presentation revolved entirely around the proper structuring of a public procurement contract, with a strong emphasis on contractual provisions regarding the scope of works/services, contractual penalties and rescission of the agreement. It was an interactive event combined with a Q&A session.
A highly interesting event at which I talked with the participants about contractual penalties in public procurement. We were trying to decide together whether penalties form an effective way of enforcement of obligations, and if so, how to regulate them adequately in public contracts.
